In addition to other ideas: Have you tried substituting in an extremely simple (like empty, except a tiny prg that does nothing much) EXE for the post setup, see if that works okay on re-runs? IOW, are you sure it's the form that's causing the problem, and not the setup process? Next, if that yields nothing:
I've bumped into problems with the post-setup trying to do anything very complex - now I just stick the code in the main application, and check to see if it needs to be run or not. That's a good quick fix.
Or use the other option, of course, a fancier installer.
