This was true in the classic series. However, for whatever reason, the warp function became something entirely different in the 24th century. It deals with some inverse cubic because regular warp factors max out at 10. If you pass this boundary, you are supposedly going infinite speed.
Trans warp involves new technology and new theories. The warp 10 limitation doesn't apply.
