Stop a second and think about this problem. If you SET DELETED OFF in the RI code how would the RI code find a deleted parent record that needed to be cascaded or restricted? Also what about the multilevel RI issues like Parent ---> Child ---> Grandchild where the Child ---> Grandchild is set to cascade. With deleted off how would the code ever see a deleted child record?
