I don't "know" the law (especially the current one in Quebec) BUT... I think it is fair to say that it applies to more "permanent" situations like businesses with offices/srotes in Quebec province or residents of Quebec province.

The sign law(s) have been prominent in the news, but again I'm pretty sure they are relevant to permanent installations. And let's face it, if you are a trade show participant and want to sell goods there it is in you own best interest to have signage that includes the language of the majority of attendees. But I don't think you'd get a summons if you had an English-only sign at such an event. And even less so for something like a conference/seminar.

There is also the (in)famous "...except in Quebec." as far as contests are concerned. This has to do strictly with some silly provincial law(s) governing taxation of winnings (or the plethora of forms to be filled by both donor and recipient to avoid such). Personally, I can't blame companies sponsoring contests for avoiding Quebec in these circumstances.

An aside to Mike (and backing up Denis' question of NAFTA benefits):
NAFTA has done me absolutely NO GOOD whatsoever. Companies (FEDEX, UPS, etc) still (randomly, it seems) require payment for "customs clearing" and/or "GST collection". In one case a Hentzenwerkes book cost me an extra Cdn$38.50 for those "services", another cost Cdn$11.50 and yet another costed nothing. After the $38.50 one I contacted Hentzenwerkes and they were able to circumvent the eventuality on the next shipment, which was MUCH APPRECIATED.
