Is "data grouping" available for report in Fox 2.6???
If so, you could create a cursor that'll contain all your info plus an extra field (band_no) with which you simulate a multiple detail band report. In other words, you use grouping to print all deliveries and then the remark. The first level of grouping would be the procurement_id and then the band_no.
There was a good thread on this two or three weeks ago.
