This is all on one computer. When the IP address is allocated dynamically I can't see localhost but I can dial out to the internet. If I fix the IP address as 127.0.0.1 I can see the localhost but not dial out.

What I'd like to be able to do is toggle between the two states without re booting constantly.

Any recommendations on some introductory reading I could get on this. I feel a little (a lot) in the dark about this.
