Thanks for the help Mark. I've got it working now. It was a combination of not being set up for a local database and also the listener server was not starting. Works now. Thanks again for your help!

>Is this in your Personal Oracle database? If so, you need to delete the CashMgmt entry through the Net8 Easy Config. Then re-add it as a new entry called CashMgmt. The Protocol is Bequeath, and the SID is ORCL.

I came up with that name because I am going to be working on a Cash Management application and thought I would try and name things accordingly in case I make a real mess of things and don't know where anything is after a while.
