Hmmmm, there is an interesting change to the requirements:

New for 2000 - if your organization produces a product that was certified by Microsoft and qualified as "Designed for Microsoft BackOffice" or "Certified for Windows," you may substitute this benchmark of expertise for one of the two Microsoft Certified Professionals. However, one (1) Microsoft Certified Professional is still required for each site. http://www.microsoft.com/backoffice/designed/

I wonder what it costs to get an app certified? Might be cheaper than a second employee. :-)
