You don't get the Float and Stretch options in the page footer or summary bands. If it's the summary band where you need this, I've done this by adding a grouping on EOF(), and put what I need in the group footer instead.

As far as the units goes, the difference between cm and inches is determined by your regional settings in Windows. In the control panel, select Regional Settings, go to the Number tab. The last item on that page is for the measurement system.
