These settings are not adjustable on the fly. You can set them by manipulating the registry before you call IE though. The proxy settings are stored in:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\AdvancedOptions\HTTP\PROXY
As for what settings mean what, you're on your own. Try changing the settings back and forth via IE and observing the changes in the registry.
To access registry info, use the FFC registry class that ships with VFP 6, or one of several registry tools that you can download from here in the files section.
