Well, I used them both about 4 years ago, and back then would say Delphi was closer to Fox. Guess they've changed.

I recall seeing Delphi at a show about 4 years ago myself. At that time, there were some folks in the Fox camp giving that tool a serious look. Quite frankly, most of us thought Delphi, from a technical standpoint, was superior to Fox. However, there is much more to the equation than technology. Borland was in a mess 4 years ago. Heck, Phillipe Kahn may still have been in charge. If we was not, it was not long after his tenure ended. The company never rebounded. Again, it was about going-concern issues.
