We use a program called VinAssist. It comes from an insurance consortium called NICB. You plug in the number and it tells you what's what or if it's bogus. I think it is law enforcement or insurance company only though.
If you do a search on vin and decoder you'll get quite a few responses. Here's a link to a page that allows you to input a number and it will return your vehicle info:
