I will concede that VFP can do all four parts.

FWIW, having a Fox app that is forced to deal with Fox data in an n-tier scenario makes no sense. So while in theory, the argument could be made that VFP can provide all 4, is it practical? I think not.

My question is what value/utility does this provide? More specifically, to the world at large, what is the perceived value? If it were all that important or of value, VFP would not be in the position it is in.

If there is no practicality, there is no need for debate..

I stand by my assertion that VFP can do all parts in and of itself. And, that this is not necessarily a final proof that it's going to be the best way to go; nor the worst.
