I have a potential client who runs a small tutoring business. He wants to be able to post the students assignments on the web (which I can easily do) and would also like a way for the students to enter their answers on a form on the web so the answers could be sent to him.

Since his business is small I cannot justify the expense of developing a database application to be hosted by an Internet provider to retreive these answers. So I was wondering what other suggestions people might have to collect this data and send it to him. The system needs to be simple to use since many of the students are in public school. The more automated the better I think.
