No, tuition does not cover everything, but students pay taxes too. You can't expect to get 100% return on your taxes.
Lots of projects begin in a university atmosphere. When you get a masters, your thesis or project is still your property. The same goes for any research unless otherwise stated before the project begins. Besides, if there is a computer laying around that no one is using at the moment, what's the big deal if someone uses it? No one else was....

It depends what your purpose of having a linux box is. Server? Workstation? Both?
If you want it to be a server, then what do you want to serve? Web? Files? IRC? News? EMail? Database? FTP?
If you want it to be a workstation, then what do you want to do? Work in a GUI? Write C? C++? Java? Perl? X-Apps? Gnome Apps? KDE Apps? Do you need a word processor? Spreadsheet? Presentation software? Email client? News client? Web browser? Games? MP3's? OH NO! Did I say mp3!!!
You can do anything your heart desires. Just ask away and I'll point you in the right direction.
