Yeah I have this behavior also and one of my fellow programmers here has it to.
I have posted this question before and all the responses I got never helped. So for the past few months I just put up with it. Although I did notice that along with this my wallpaper has been dissappearing when windows finishes booting up. I usually set wall paper from the I.E. to a picture I like. When windows boots up now the picture is there at the start, but dissappears when windows finishes.
