My vote goes to establish the links. I may be intrigued by a file in the Top 50, but if I have to do a search for it, I will probably pass on it and miss a usefull utility.

Maybe a rating system could be implemented to balance the list. After downloading and testing the file, we could go back and rate the file. Maybe another Top 50 list could be added, this one based on the ratings.
