How about these reasons:

- Writing a rich UI in HTML is a PITA.
- The application in question may realistically never need it.
- The scope of the application might not justify the learning curve
- ASP /VB is not necessarily the best solution even if you have decided to do HTML


IMO- telling someone that they should be designing their app in VB/ASP without knowing details of the requirements is... well, its not really addressing the question.
