I agree, my point on Bush is that the winner of the first count would NEVER go to the microphone and say, "Oh. Well, let's throw those other 20,000 into the mix, rework the numbers, and see what we come up with." :)

He is going to say, "I won, but the law requires a recount. I believe the recount will show that I am the winner." I would expect Gore to do the same.
