We use punch-card ballots here in Houston (dunno about the rest of the state), and Texas is one of the few states that allows straight-party voting (single punch gets you all Republicans or Democrats - again, dunno about other parties). It would be very easy to cast an invalid ballot by punching a straight-party vote, then voting on one of the other races too. Heck, it would be easy for some wise-acre to punch ALL of the holes.
My point is, the opportunity for invalid ballots exists ANYWHERE there is a piece of paper involved. So - why aren't we hearing about the spoilage percentage in other races? Is Palm Beach the only place where this happens? I can't imagine it is.
