What's the downside of writing a user preference where each user "can" decide by app, function, form or whatever how they want it to work. I'm a firm believer in NOT polling users and letting the majority rule. I also prefer that the [TAB] vs. [Enter] advance to next field functionality be user defined.

As usual, your IMHO, is right on in my opinion.
