Of course it will depend on how much freedom the individual user gets. However, setting a bunch of SET commands for each user isn't hard - CONFIRM and some Date functions are the main ones you could let them 'play' with. Colors are pretty easy too - just default to their Windows choices.
However, what I usually do is store the last form/record a user was on - it saves SO much time to come back to unfinished work when you restart the program.
In a lot of UI areas I talk to the prospective users and then make 'suggestions' to the client. Who quite frequently says "Gee, I never knew they felt that way" and tells me to go ahead.
