Actually, the Imaging app that comes with (that I know of) Win9x and Windows 2000 will write JPEGs as well. In addition, Internet Explorer should at least allow you to view the JPEG, so it's kind of surprising that Rixon doesn't have some kind of COM server that will open the thing.
