We have an Address Standardization application (written by my colleague) and Names application (written by me) in our system. Address Standardization (as well as Names) uses specific rules to convert various formats of incoming data to the format, which we use (and it's common for Post Office, I believe).
Anyway, since it's an intellectual property of our firm, I don't know, what to suggest. If you're interested, send request to my work e-mail (click on white envelope) and I'll forward your request to IT manager.
