Hey I got hit with this too recently. Couldnt figure it out specifically for the life of me. We had the user uninstall my Crystal App, go hit the the Windows Update Website and download/install every critical update (lo and behold SP1 was among those and my suspicion is that's the real fix but I couldnt be sure), then reboot and reinstall in the app and the file not found error went away.
Seem not all Win95 installs behave the same way at this late date with vast miriad of patches and updates and whatnot. HTH.
