Colin, in my case Microsoft support helped me determine that the problem is caused by Norton AntiVirus with the AutoProtect feature enabled. If I disable the AutoProtect feature, the problem goes away. I'm exploring solutions including choosing a different anti-virus software.

I would be interested to know if Norton AntiVirus was involved in your case.
