In addition to Ed's reply I can tell you my experience of the problem:

>Are FORM / REPORT files the only files corrupted?

I only got the corruption on SCT Files. I tested it and didn't repeat the behavior for VCT and FRT

>Does it only happen to those VFP files residing on the IDE media (not copies of those files that can be made onto removable media before the system is shut down)?

If you copy the file to some place else the copy is trashed also. The only way to force it being correctly written seems to be Ziping the file.

It happens when the system shuts down by error (loss of power, etc.). Not when you normally shut it down.
IT happens, in general, to all SCT files that have been changed for the last 2 hours or so.
