I got some more information from another source (outside of Univeral Thread) about this subject. My source, a network administrator, suggests leaving "Scan files when they are [x] Run or opened" turned on, and turning off "[ ] Enable SmartScan technology" which "scans files that contain embedded OLE objects that could contain malicious code." Doing this also gets around the performance issue with NAV.

At to which is the greater sacrifice of protection, I don't know. Do you have an opinion?
