How to float child form under Container in Top Form?

A (Show in Top Level Form) form is opend inside the main form. I would like to 'float' the child form under the container. But the container does not have an AlwaysOnTop property. Any suggestions appreciated.

I was thinking along those tems too. I wanted to instanciate these pieces from code and I was having ptoblems getting the 'container' form to present as "Show in top level form". Your reponse has reinforced belief it is doable that way, just need some more elbow grease!
