No there isn't. Control Panel icons are applets that are run via RUNDLL32. If you simply double click on that EXE, nothing happens because no parameter was specified.

From your scenario, you can't do anything with the remote computer because of how you are accessing it. If you were to click on some EXE on the machine in TX, you would actually be running it on the Citrix box in MA.

You need to create some way of running a program on the TX machine. The easiest way (IMO) to do this is to run something like PC Anywhere in Host Mode on it. Then you can install PC Anywhere on the Citrix machine and run the client from there. The scenario would be you take over a session from your location on the Citrix machine. That session takes over a machine in TX using PC Anywhere and your keyboard/mouse input is passed twice. Then you will have access to the machine itself, not just its files.
