Since this isn't the case, I'd assume that there's no restriction here. I would defer, however, to anyone from Microsoft as the final authority on this.
In addition, adding a strong third-party report generator tool like FoxFire! or SFReports may be worth investigating; both offer a more enduser oriented report design tool both to create new reports and to modify existing reports.
