I'm not sure what access rights have to do with anything. You must install MSDN to have the help files at all. THen in VFP Tools/Options/File Locations select Help, turn it on and point it to the \visual studio\msdn\...\foxhelp.chm file. The file can also be somewhere out on the network if he doesn't mind the delays that imposes on the help system.
