As JVP said, MS controls the MVP awards and they can do whatever they want
with them. As for UT MVPs, you can always propose the idea and see if others
like the concept (I'm not sure I do).

Software development is not a profession because it does not require any
credentials to practice. We can still call ourselves professionals because
we don't have to work in a profession to be a professional...
