After many stops and starts, if you haven't already, you are about to discover that developing web applications will require a minimum of WindowsNT, SP6a (or later)
Windows95/98/98SE/Me just are not able to do the job.
I suggest you go ahead and make the jump to NT 4.0 or even Win2000 server. You will have less trouble and your applications will behave better.
