I consider it a bug because Checkbox::Value_Assign only fires under some specific conditions (and not always).

It's also quite possible that you are making an improper use of it (especially if it's bound to a control source). Let's say your textbox is bound and you navigate between records. Is the value really assigned when you move to another record or is it simply read from another record? Not that easy to answer, at least for me...
