This shouldn't happen if you build the setup correctly and your machines are configured properly. Note that the hard paths for such files are not stored, only "WinSysDir" is used for files like these. Two problems I can think of:
1) Have you placed theses files in the Disk Images directory when you create the Setup?
2) If you go to page 6 of the vfp setup wizard, look at the OCX, for example. Does it say WinSysDir as the target and is Activex checked?
