Surely that the second NIC in your server computer have an IP address of 192.168.0.1. You need to set its DNS (prefered and alternate) to the DNS address of your ISP provider. To know these values, do IPCONFIG /ALL at the command prompt.

In the IP properties of your second PC, you need to set these values:
IP address: 192.168.0.2
Subnet: 255.255.255.0
Gateway: 192.168.0.1 (address of your server)

DNS's properties must be set to the same values as of your server.
