Yes , I have same on win98, picture is shown like icon has nothing to do with picture, especially for jpeg and not bmp formats.
It really bad in grids, not possiable to show different pictures for different records.
In reports I won this mess, showing not general field but file saved in variable name -(m.pct), it works fine for all types of images.
Wedon't have this problem on win95
I guess-this is something wrong in registry.
