Got it. Here is what you should do. Create a new folder and put any dummy text file with nothing in it. Run the Setup Wizard and specify that folder as the location for your Distribution [App] files. On the second form [Step 2], check only the box for the VFP Runtime Files. Also specify any ActiveX controls on that form if you use any in your app. Next form [Step 3], specify where you want the installation files to be generated in. Check the box for WebSetup.

Step 4 form -- specify a caption and type a period in the Copyright box.
Step 5 form -- for the default directory, C:\Windows\Temp. Program Group Applications or whatever you want.

Step 6 Form -- click the Finish button
Last Form -- make sure the Generate Web Executable File box is checked. Click it at least twice. There is a bug with its initial value.

Click Finish button again.

Put this generated executable in a folder on the O: drive. Have every user install from this executable. This will get all the VFP runtime files and any ActiveX controls installed and registered on the workstation.

Now all you have to do is place your EXEs on the P: drive and create shortcuts to them. You could even create a shortcut in the folder on the O: drive and have the user drag-and-drop it onto their desktop.
