The reason is that in order to be able to preview, the printer driver is used to render the preview image. If nothing else, if you have a fax modem, just install that printer driver. One of the problems with 2000 (and NT as well) is that NT or 2000 printers being used on the machine don't actually install the driver, but rather a pointer to the driver on the remote machine.
