Offer to work 2-4 weeks on site so they see your productivity level, followed by "half time" - 2-3 days/week on site. Be sure your productivity stays as high or higher when you work off-site, documented with hard results if possible.

Also, remind them that if they require you to be onsite for 40 hours per week the IRS may say you are an employee. Get a copy of the IRS consultant/employee regulations.

Although I too would normally bill travel time as well as expenses for working on-site, recently I'm finding that most of the opportunities available don't/won't cover it. They want a 40hr/week, on-site VFP developer but they don't want to pay more than $25-35/hr on a 6-12 month contract. After expenses, taxes, insurance, medical, etc. that's almost peanuts. How do you convince someone that you can develop off-site when they have it in their mind that you need to be there?
