He's just razzing you, Bill. The Setup Wizard is a 16 bit application (shown in hte PM - Program Manager designation for Start Menu groups and items). It uses DDE to communicate with the Program Manager window (which is invisible under Win32). It's also the reason it can't create a desktop shortcut itself.
