I am using interdev Windows Installer, actually i created a merge module for the DataDynamics Active Bar 1.6, i created it using interdev first then i got the results described above, the i re-created the merge module using InstallShields 2.03 using the component wizard, included it in my main app setup and getting exactly the same result.

I looked into the registry and all the entries for the control are both in HKCR and in HKLM. I just dont know wy would it work for any user part of the administrator group and not for regular users.
