SOunds like you just need to do a simple Active Server Pages (ASP) solution. You can get started by looking at this page and following the links in the section titled "Active Server Pages (ASP)". One of those links is a tutorial which shows use of an Access database. The other links should give you plenty of ideas of how to do it.

There is nothing difficult about setting up an ASP -- you can do it in any text editor, or use FrontPage, but I prefer to work directly with the code in a text editor to avoid all of the FrontPage "bots". Some people like them, but they just hide from you the details of what's going on, and I like to know what's going on.

You do need your ISP hosting the site to support ASP and data access to Access tables, which most do by default.
