Sadly, Nadya, all my machines do have a sound card, so I cannot test with certainty.

But... every machine I have seen starts with a BEEP to indicate all OK. Some, I think, start with one short beep, some with 2, and all have longer more irritating beep sequences when thinga are NOT OK.

If yours does NOT beep at power-on then I would guess that some tampering with the beep speaker has been done. If it does beep on power-on, then I have no idea why something like "?? chr(7)" doesn't work from the command window (it does here on my speakered machines).
