In Report Designer, double click on the Page Header bar. Is the specified Height greater (or near 6.5 inches?). Is constant band height checked? (Uncheck it and see what happens).

If the height of the page header band seems OK, check the heights of the other bands. If you have bands that have the Constant Band Height checked and the sum of the heights of these bands is greater than 6.5 inches, this may be your problem.

Also, under the file menu, select the Page Setup feature. The graphic shows the layout of your page and shows how the bands lay out on the page. I find this dialog to be quite useful when my layout is not exactly as planned.
