The problem is probably not VFP. That file could be corrupt. At the VFP Command window, try:

set help to "d:\program files\microsoft visual studio\msdn98\98vs\1033\foxhelp.chm"
set help on

Then try hitting F1. Of course, FoxHelp.CHM has to exist in that folder. I doubt SP5 will help.
