Hey Mark,

The database is gone. Nothing exists. I've even deleted all directories. This is just a development workstation. I don't think the problem has nothing to do with Oracle at this point. There must to be a way to remove a service from Windows or from the command line.

Then you have to make sure no user has the tablespace set as their default TS, no indexes use this TS, etc. Then you can drop the tablespace. This will remove the Oracle DBF file.
