You might have some files marked read-only. Look at all of your source files (including the project files and executable), and make sure the Windows Read-Only attribute is not set.
The default behavior for SourceSafe is to mark files as read-only if they are not checked-out by you. You can change this by going into SourceSafe Explorer, clicking on the Tools|Options menu, clicking on the Local Files tab, and unchecking the checkbox that says "Use read-only flag for files that are not checked out".
