Now the old Indian trick says you edit your config.fpw and write
resource=z:\the\directory\with\foxuser.dbf
Another thing to check is that there's no local config.fpw in the
directory where VFP starts, or if there is, then checks the settings in
it. Also, there used to be -c command line switch (don't know if it
still works) so you could call
VFP -cc:\vfp\config.fpz
if you wanted it to run off a different config file.
